What is Deputy Minister Ivanov accused of?

Let us recall that General Timur Ivanov is suspected of committing a crime under the most serious – the sixth – part of Article 290 of the Criminal Code of the Russian Federation (*aggressor country) (taking a bribe). He and his accomplices face up to 15 years in prison under this article.

The military official seemed to have a special relationship with the construction sector – he got into the position of deputy minister precisely along this line. From March 2013 to May 2016, Ivanov served as general director of JSC Oboronstroy, which is controlled by the Ministry of Defense. And from that moment on, the Ministry of Defense was responsible for issues of property management and quartering of troops, housing and medical support for the RF Armed Forces.

During this time, the official repeatedly became the object of criticism: he was reminded of the collapsed roof of the Sevastopol Presidential Cadet School, built by Oboronstroy in five months in 2014, and was accused of the exemplary luxury in which Ivanov’s family lived.

Along with Ivanov, his alleged accomplice was also arrested – businessman Sergei Borodin, who on the sidelines has been called the “wallet” of Shoigu’s deputy for many years.

Ivanova’s godfather (it is known that Borodin and the deputy minister baptized each other’s children) could be related to a number of construction projects related to state defense orders, and, in particular, to projects for the restoration of Mariupol. In addition, the businessman participated in financing the business of his friend’s ex-wife Svetlana Zakharova (Ivanova, Maniovich).

What does Borodin do?

Sergei Borodin is an expectedly non-public figure. On the Internet on public platforms it is almost impossible to find either his photographs or accounts on social networks.

To date, Borodin is affiliated with six companies, of which only the Russkoye Selo agricultural complex brings in officially significant profits, earning about 200 million rubles in 2022.

Among all 18 legal entities to which Borodin was related, the most interesting is Volzhsky Bereg with an authorized capital of 65 million rubles. The company is known for the fact that a mansion was built on land it owned in the Tver region, believed to be for Ivanov.

Officially, Borodin owns the CEO position and 1% of the company. The remaining 99% from the very beginning belonged to the same IC “Red Stars”, and a couple of months later the share was transferred to the company “Oboronspetsstroy” (OSS).

OSS is not a simple company. One of its two co-founders – Alexander Novikov – is also the sole owner of a construction company with exactly the same name, registered in Mariupol. In the new region, both companies are now making money from restoration.

Another intersection of Borodin and Ivanov is the Red Stars sports club, which until recently was owned by a businessman. The hockey team on the club’s website was positioned as the “deputy minister’s team.” And until recently its captain was Timur Ivanov himself. The corporate website is currently disabled, but it can still be examined in the cache.

By the way, the club began to make good money, having bought in August last year the largest share in a company that sells medical equipment, in particular xenon therapeutic complexes. Over the past year, Intergas Medical earned more than 400 million rubles by selling them to intensive care and rehabilitation centers.

The conditions under which the legal entities entered into the agreement are unknown, but judging by the financial statements for 2016, about 300 million rubles passed through Credit Line accounts during that period.

It is interesting that since 2021, both are no longer on the list of owners of the microfinance office, but it continues to work to this day and fulfills the contract with the airline, which was concluded until 2050. Perhaps the company is run by denominations – the company is now owned by a former shoe store saleswoman.

In addition, Borodin owns the MF Group company, which is engaged in the retail sale of clothing. Back in 2019, the capital’s press associated her with Svetlana Maniovich’s Metropol Fashion Group branded goods stores. Then journalists wrote that the project turned out to be unprofitable, like the entire business officially owned by Ivanov’s wife. By the way, the general director of MF Group is Irina Ivleva, aka Irina Borodina, is the wife of a businessman. Now she will have to run to the tax office – after her husband’s arrest, the company’s accounts were immediately frozen.

Previously, journalists associated Sergei Borodin with a penthouse in the Kadashevskie Palata residential complex, next to the apartment of the daughter of the Minister of Defense. According to the latest estimates from realtors, the house has an area of ​​234 sq. meter can cost about 300 million rubles.

Borodin’s mansions are not as luxurious as Ivanov’s, but they are also good

Borodin himself and Irina Ivleva could be seen in more modest mansions – on Chechulina Street, in the Ivanovskoye municipal district in the Eastern Administrative District of the capital. Here, on the outskirts of Moscow, in a fenced area, there is a business-class club residential complex with its own access to the Izmailovsky Forest Park. It contains an apartment with an area of ​​137 square meters. The price per meter here ranges from 340 thousand rubles. Thus, the cost of housing in Borodin can reach 47 million.
